[Dstar] ACMA rules Foundation licensees cannot use digital voicemodes

I'm not surprised by the decision, it is consistent with the existing
license definitions.  I don't like it, but I can't see any way around
it for the ACMA.

Alan made an interesting point about digital mobile phone users, which I
would extend to HF radios used by 4WD enthusiasts, CBs, bluetooth
adaptors, wireless cameras, wireless keyboards, wireless ethernet,
doorbells, and garage door remote controls ... they lack training on how
to ensure they do not violate ERP by connecting inappropriate antennae
or positioning themselves in the focus of a dish.  I doubt we'd benefit
from raising that with the ACMA.

Hearing JOTA out here reminded me that non-amateurs can use the bands
with supervision ... so presumably a foundation license holder can use
D-STAR with supervision as well.  That is a good opportunity at club
meetings, to dangle the upgrade carrot.
