VK8FAAB does ask an important question ... 

Putting it another way, extending a local emergency network through to
another country on a service that can reach 2000 more operators,
introduces some additional risks that need controls to address them ...

And that if those 2000 operators did get involved they would be
duplicating effort, and thus they would tend to shirk assuming that
another operator would do it, and so there would be no apparent
advantage and much disadvantage to the local community ...

So it would seem merely to be a technology test with extra risks
attached.

Tony VK3JED gave some explanation, but didn't seem to address this
issue.

For myself, I'm surprised ... what is it that either myself or VK8FAAB
have missed?
