Hi Susan,
My assumption was that the charging circuit is disabling the battery from
the radio during the charging cycle. Hence low current available from the
plug pack during the TX operation. But on checking the specifications
stated by Icom

power supply." --- "When used with the CP-19R or OPC-254L, simultaneous
operation during charging is possible."
So my assumption is probabily incorrect. I can't put my hands on a
schematic right now, and I run an 2820H and ID-1, so I am not an expert on
91AD's.
I suppose these type of unfounded reply aren't really constructive, but
.......
If you don't have an answer by tomorrow, I'll drop by a friend with an 91AD
and see if the same thing happens with them.
