This seems to be the same problem WIRES II suffers from - placement 
of reflectors at network endpoints (This limited me to around half a 
dozen in my WIRES conference), where bandwidth is not at its 
maximum.  Contrast this with the IRLP, where all reflectors are 
located at high bandwidth sites (many are in ISP data 
centres).  Echolink actually can use both approaches.  The major 
conferences tend to be on high bandwidth connections (I run one 
remotely on a virtual server with 100Mbps connection speeds), while 
the end user client is capable of up to 10 connections (sufficient 
for small gatherings).
