With my IC-91AD, given the huge number of memories available, I ended 
up adopting the following strategy:

On both bands, I would actually program the same sets of frequencies 
with the following exceptions:

On the A band, extra frequencies outside the 2m and 70cm bands are 
programmed.  At this time, these are the VK3RHF and VK3RMS repeaters, 
and the main simplex frequencies (29.600, 52.525, etc).

The B band obviously includes the D-STAR repeaters, on top of the 
default FM repeaters.  Multiple memories are used for each repeater 
(currently 2 - one for gateway operation, one for non gateway).  I 
don't store individual gateways (in the UR field) in memories yet, 
given the sheer number of possibilities, that issue is yet to be sorted.
