It is my understanding that D-Star primary purpose is for data transfer (not voice as a primary communication tool) as used in emergency situations close in.
That is D-Star radio (via PC) to the local D-Star repeater and to promulgate via nodes to other users (via the internet) and to local / remote amateur emergency co-ordinators.
Most governmental emergency agencies have already in place very efficient / diversity forms of analogue / digital communications that now supersede any amateur input in emergencies.
Many years ago the amateur service was clearly regarded as an important emergency communication resource / tier level but due to lack of technology (in the amateur service) we are now regarded as belated.
Hence amateur emergencies services (including AR National Societies) are to use / to promote D-Star (Data and Voice) as a new emergency communication tool.
