[Dstar] Change to REF023 port allocations.

After some consultation, I have changed the port allocations for 
REF023.  The new port allocations are:

Port A - Experimental use.  Non D-STAR devices may be connected with 
prior authorisation.  Please see http://dstar.vkradio.com for current 
status and more information.  All Gateways, Dongles and Hotspots welcome.

Port B - General use.  All Gateways, Dongles and Hotspots welcome.

Port C - General use.  All Gateways, Dongles and Hotspots welcome.
