[Dstar] 4 second message

G'day Chris,

I agree, it would be nice to remove it. It's a shame there are a few people that don't take any notice of it and not leave a four second break. It's a pain in the backside when there's a group running and an extra person tries to break in between overs, whether it be via RF or DV-Dongle (even harder). 

In the main, most people leave a good break. I guess it's part of the education process that the periodical announcement is there. So, as much as it would be nice to lose it, it's probably the best for now to leave it there. Probably having the announcement occur less often would be better - perhaps double or triple the time delay between announcements would be more appropriate. 

I assume these announcements are generated at each particular site gateway and not elsewhere?
