[Dstar] 4 second message

Hi
So many times I have been listening and engaged in a chat and the message
comes over just at the wrong time and wipes the other station out.
Earlier this year I travelled across the USA and never heard these messages,
maybe a compromise would be to only have the message once an hour. Also
regular operators can advise new operators to leave a gap.
