[Dstar] YUR call setting

Hi Peter,

There are a few problems with Linking on VK4RWN at the moment which we are
working on. This means that Linking is not always available.

Port B of VK4RWN is normaly connected to REF003 B but the 70cm module has
been removed from site for maintenance.
