Internet Connectivity is not allowed (LCD) on the Australian DD 23 modules,
so you will find the 40001 router port will be shut on the gateway 
router to prevent
this occurring.

Unless a server(s) is setup on the gateway machine (intranet), DD is not
going to provide much if any functionality for the user.

I would hope the WIA would submit to the acma, a regulation change 
submission,
with key points supporting it, to permit the internet connection, and 
get VK d-star out
 of the age of outdated regulations.

The FCC regulate the user, and not the system, so allow this great DD 
facility,
which is used extensively in the USA on field days etc.
