Maybe it is a way to keep us Northern rednecks under control :)

Anyway, does it really matter? I have been monitoring D-Star for a while now
with a dongle and I find that it is about the same ten people that come up
all the time nationally. I have to say, controversially, what is the value
of D-Star? Given the cost and the fact that generally speaking all the
facilities it offers are available otherwise one has to wonder? Of course
there is the pleasure of working with new systems but if one worked out the
cost per user...

To me, doesn't make sense, unless other gateways are linked to the 
same reflector.  How come the other VK4 gateways aren't linked to REF023 C?
