Actually, that's a matter of debate, depending on who you ask, and 
recent LCD changes don't shed any light on the situation.

However, you could get it licensed as a repeater, which will clear up 
any legal ambiguity, give you a separate callsign, as well as a 
dedicated, reserved frequency.  Here in Melbourne, a number of 
simplex Echolink and IRLP nodes are so licensed.  I eventually want 
to setup a simplex D-STAR node, and will get a frequency allocation 
for it under my VK3RTL repeater callsign (it will be separate from 
the repeater but under the same licence).
