Well you need to be registered to enable dplus linking control and
enable callsign routing, and f calls would not be registered by the
sysop. So there is a (limited in functionality)control system in place.

Anyone say using the callsign ¨apple¨ can transmit and be heard through
a dplus link once it has been established by others.

Like HF an unauthorised callsign can just be reported to the acma.
