Agreed that that is the current system. But you would need to make sure that
on Echolink or IRLP that it is identified as D-Star so that anyone linking
is able to know if they are permitted access or not by their licence.

Same as you do for the existing D-STAR repeaters, tell the F calls 
not to use them!  The only difference between Jack's proposed system 
and a standard D-STAR repeater/gateway is Jack's is on simplex, and 
the others are duplex.  In both cases, you have to use a D-STAR radio 
to access them and setup routing.
