Thanks for the replies guys. (Hi Tony, long time no email)

I suppose it could be licensed as a repeater. Adds exspense, delay and 
paperwork though. It would much easier if I could pretend it was a digital 
echolink :)

I do understand the "grey area" regarding whether an echolink node is legit 
or not. I always like to keep everything above board and I searched the LCD 
etc for clues when I decided to put it on air. But everyone else does it 
with no issues (theres currently 85 -L or -R nodes in Australia) and often 
in these cases, the rules were written before the situation was invisaged, 
and later get rewritten to allow common practises (like packet radio or the 
news broadcast thing).

I couldnt apply for a repeater license though, I'd need our club to do it. 
An extra problem I dont need.

Can i ask what the problem is with F calls? Forgive my ignorance, but I 
didnt think there was any problem with foundation licensees using D-star or 
echolink. So long as they stay on F call bands.
