Hi Jack,
If I understand correctly what you are referring to is a D-Star HotSpot or
D-Star Access Point as described here http://www.w9arp.com/HotSpot/
There are a few of these running in Australia.
I'm no lawyer however from reading the LCD my interpretation is that you may
operator a D-Star HotSpot / Access Point as long as you comply with;
1) your Standard or Advanced Licence conditions
2) LCD Section 9 "Control of equipment at an amateur station"
3) LCD Section 11A "Restrictions on connections to a public
telecommunications network"
4) LCD Section 11B, should be taken into consideration but may not
apply to a HotSpot / Access Point
The current LCD can be viewed at
http://www.wia.org.au/licences/assessor/documentation/documents/AmateurLicen
ce.pdf
The General Operational rules for a HotSpot / Access Point are;
1) The HotSpot callsign be the owner/operators callsign with a suffix
of N
2) The Access Point callsign be the owner/operators callsign with a
suffix of A
3) The HotSpot / Access Point uses the third nationally allocated
simplex frequency for all RF operations (unless the HotSpot is covered under
a repeater licence)
Recommended HotSpot simplex frequencies: 145.1375 MHz, 438.9250 MHz
You can register your callsign with the appropriate suffix on the D-Star
Registration page where you originally registered for D-Star.
See http://www.dstar.org.au/registration.htm
Cheers

Subject: [Dstar] simplex node
Hi
I am considering putting a simplex D-star node on air. I was wondering if
anyone knew the legalities of doing that.
I currently run an echolink node which is OK under the "computer controlled
unattended operation" part of the LCD. I dont need any extra licenses and I
use my own callsign.
A simplex D-star node is much the same in operation so I would assume it
comes under the same clause. Its not a repeater after all.
But I cant use my callsign. As I cant use a callsign which is already
registered as a user in the D-star system. (unless you know different)
Can anyone advise? or put me in touch with someone who knows more than I?
(which wouldnt be difficult)
There are no simplex D-star nodes in Australia, so its all new.
Also there is no contact email address on the Australia D-star webpage :)
Please dont say "ask the WIA/ACMA" unless you know of someone who can
actually help. The last time i asked the WIA a legal question they said 'we
are not the ACMA" so i asked the ACMA and got the wrong answer.
