Not necessarily.  There is also software by G4ULF that can create a 
fully G2 compliant gateway on simplex or a repeater.  This software 
does need a separate callsign (as does an Icom G2 gateway).

And don't forget that a hardware timeout timer is required, as per 
the rules for running an unattended station of any description.
