G'day Jack,
It was a full repeater license, including callsign and duplex frequency allocations. It was personally applied for, by me, for me. No other individual, club or group is involved with this.
For you info Jack, my repeater callsign is registered by ACMA as VK3RNP but the D-Star repeater callsign is VK3RNP-B with an output of 438.175 and a -5.4MHz offset.
If you wish to persue this, you need to follow the exact instructions on the WIA website. When it is close to finished, you'll receive an email from ACMA asking for more money. Once they receive your cheque and bank it, you will again be notified that the licenses are now active, of which you'll also receive a printed version in the mail. It can be a daunting process for first timers, but with a bit of care and patience, it can be done.

I'd submit your callsign and freq applications first, as you will be waiting a while. To give you a guide as to how long these things can take, I submitted my paperwork to the WIA for a callsign and freq allocations in September of last year. I finally received advice in early/mid January this year, of the approvals & licences. It'll be about a $100 - $120 exercise from start to finish, then your annual fees on top of that.
