I think that USED to be the case, but individuals have been able to 
licence repeaters for a considerable time.  I licensed mine in 2004, 
and there were privately (i.e. by individuals) owned repeaters before then.

In any case, keep us posted on what you decide to do.  :)  I have to 
try and sort out the hiccup with my node adapter.  I'm sure it's the 
dodgy cable I made. ;)
